The primary purpose of this project was to evaluate the existing geometric conditions of the intersection and prepare contract bid documents for construction of the roadway approaches and mast arm signal for the intersection of SR 25 (US 27) and Crump Road in accordance with a newly completed warrant study prepared by HNTB for the Florida Department of Transportation (FDOT).

Envisors was responsible for all aspects of the project, including survey, roadway design, drainage design, permitting, utility coordination, signalization, signing and marking, right-of-way acquisition, access management, funding assistance, and construction and bidding services.

US 27 was being widened from an existing four lane divided roadway to a six lane divided highway. In an effort to minimize cost to the public, the FDOT, and the Town of Lake Hamilton, Envisors was retained to survey, design, and submit a signal permit application within six weeks of being issued a Notice to Proceed. The project included the closure of two existing driveways on US 27, the relocation of power poles, water mains, and overhead telephone lines, and the execution of right-of-entry and right-of-way donation letters.

In order to complete the project within the desired six-week duration, Envisors coordinated with the following public agencies and private entities.

Town of Lake Hamilton
Polk County Fire Department
Polk County Traffic Operations
Southwest Florida Water Management District
FDOT Divisions of Access Management, Construction, GEC Services, Geotechnical, Legal, Project Management, Right of Way, Survey, Traffic Operations, and Utilities
CEI Consultant, Mactec
Design Consultant, VHB
Area Business Owners
SR 25 Mainline Contractors
Progress Energy
Verizon
Bellsouth
Brighthouse Networks

Envisors obtained consensus amongst these entities within two weeks of being issued the Notice to Proceed. In addition, our staff met with each landowner that was impacted by the installation of the proposed signal and roadway approach along Crump Road. Our hands-on coordination enabled us to eliminate the construction of curb and gutter along the approaches and minimize the amount of re-construction within the intersection of US 27.

During the preparation of our design, we identified several design errors and/or inconsistencies in the contract plans being utilized to construct the project, thereby enhancing design coordination efforts.
